No you are simply misinterpreting how it works, active tasks are cycled within your maximum active torrents settings so that they all get a 'share' of the time, and as libtorrent's 'time sharing' slots are MUCH MUCH faster than your's or the GUI refresh rate, it appears that 'more' are active than you have it set for.obviously misinterpret what it is for:
