Peers without Client user-agent, always stuck at 0% and with PEX enabled

OS: Ubuntu 16.04LTS x86_64
qBittorrent v3.3.4 (with IPFilter data from http://emule-security.org/)

Attaching an image for reference.

These peers come and go, they don't stick around to download. They often have only PEX enabled and others without any flags.

Are these peers using anonymous mode or trying to scrape IPs?

I've blocked nearly four hundred of these IPs till now since few days.

Edit:
- I've disabled DHT, only PeX and LPD(Local-Peer-Discovery) are enabled.

I'm guessing...but they might be exchanging peers, trackers, or part of the DHT network.
