Why are the Windows Builds on the Downloads page not up to date?

2.9.3 was added to source a while ago, but it still says 2.9.0.1.

Why?

Version 2.9.3 is available:

But as you can see, there are some problems with it. At the moment version 2.9.2 is the latest stable release.

v2.9.2 was posted on the forums by mkdib (our official Windows maintainer) before Sourceforge in order to get more tested and avoid regressions. The v2.9.2 received very good feedback and was uploaded to Sourceforge today (admittedly with too much delay). The v2.9.3 available on the forums is unofficial and I don't know the packager so use at your own risk

I have pinged mkdib about the v2.9.3 today so hopefully he will make an official build for it soon, probably on the forums first.
