Global download limit do not work?

Hi,

I am running qBittorrent 4.1.5 and the global download speed limit do nothing? Even if I set it to 300 KiB/s it will max out on 11 MB/s?

Known bug... although there's "working as designed" reasons that might be happening as well, such as uTP or local peers not being limited.

Is there a bug report or something you could link to? Sounds like a subterfuge to me. If I can´t limit the download reate global then I will have to choose another torrent client. Everytime downloading in qTorrent it max out and there is nothing left to netflix, surf or anything.

Doesn't look like it'll be solved anytime soon since almost nobody is willing to try testing different settings to narrow down the triggering event/s.
