Problem about torrent queueing

Hi, I set 3 maximum active downloads, 3 maximum active uploads and 3 maximum active torrents. Then I set the option "do not count the slow torrents in these limits" with these limits: download rate 10 Kib/s, upload rate 10 Kib/s, timer 5s. But this function does not seem to work. I did various tests but when there are stalled torrents or slow torrents they remain "active" and the other torrents in the queue are not activated. Why? I have the last version 4.1.7 (64-bit).

Max Active Torrents may not be ignoring the option "do not count the slow torrents in these limits", so try setting that to 10 for a test.
