Download speed jumps from 10Mb to few Kb

Hi.

Since now I was getting a stable download about 15Mb. Now it started to jump from 10Mb to 0 and would take forever to download anything.

Here is my speed graph:

The same happens if I use proxy (ipvanish). Is my ISP started to throttle me?

Any ideas?

So far the fix works great! It has been only a few minutes though but looks promising.
