How to move the app, but not the data, to a new system?

My question is: How to move the qB app, but not the torrent data, to a new system and make sure qB doesn't start redownloading 250+ existing torrents?
None of the paths will change and I am not moving any torrent files.

I have a Windows 10 VM (64bit, 2 vCPU, 8GB vRAM, 128GB vDisk) running on VirtualBox that is hosting my qB torrents.
I use a NAS mapped as the "J:" on the Win10 VM and all the paths in qB on the "Downloads" tab are pointed to "J:\qB-downloads\".
All the files that have been downloaded, saved, seeding and/or incomplete are sitting on the NAS.

I just want to know how (if) I can install the latest qB on a new Windows 10 system with minimal issues for qB.
E.G.:
Should I copy & paste the \Users\me\AppData\Local\qBittorrent folder to the new Windows 10 host?
Should I copy & paste the \Users\me\AppData\Roaming\qBittorrent folder to the new Windows 10 host?
Both? Neither?

qBittorrent on this VM have been working as well as I could have hoped for over the last 2 or 3 years. But, about 6 months ago, things started going bad for qB and it got unstable. I could list all the symptoms, but it crashes at least 5 times a week, sometimes twice a day.
I am currently running 4.3.9 (64-bit) on the VM, but I was running 4.4.X when this problem started about 6 months ago.

I want to move the qB app off the VM and either onto a fresh Windows 10 VM or a Windows 10 NUC.
I have no experience with trying to debug why qB would simply freeze and then crash on the VM, so I figure moving might be easier.

qBittorrent will simply say the files are missing if you move both %APPDATA%\ and %LOCALAPPDATA%\ folders. It will NOT auto-download the torrents by any means. You can simply select what you don't want and click delete and ta-da.
