What are you trying to download?
If it's some public torrent, you need to have an open port and you must not be firewalled and.. a lot of things to be able to download.

1) Try downloading a normal torrent, see, if issue persists: https://ubuntu.com/download/alternative-downloads
Scroll down and grab the Ubuntu torrent file.
2) If it's a public torrent you can always add trackers to it.
- Go here: https://github.com/ngosang/trackerslist
- Click "trackers_all.txt" for example
- Hit the "Raw" button on top-right, to have an easily copyable list.
- Now go to qBittorrent, click on your torrent, then Trackers on bottom. Right-click, Add Trackers, and put in the list.
This helps - IF there are seeders AND you are experiencing issues because the trackers are unavailable/down.
