I'm using Windows 11 and migrating from a Windows 10 machine. Both machines using qBittorrent 4.5.4. No VPN. New and old IP both static and the same. Ports forwarded exactly the same.
When I bring over my old data (%APPDATA%\qBittorrent and %LOCALAPPDATA%\qBittorrent) the program loads fine and shows all my torrents correctly, but it will not transmit any data up or down and shows "Connection Status: Offline" and port checkers show my port is not open.
If I uninstall and remove all data and cached files then start a clean session and only change my listening port, I can now download and upload just fine. "Connection Status: Online". Port checkers show the port is open.
I really need my torrent data loaded, but I obviously need to be able to transfer as well.
Any advice would be greatly appreciated.

Solved it by deleting %APPDATA%\qBittorrent\qBittorrent.ini.
This wiped out my settings, but left all of my torrent data intact.
Perhaps someone could recommend a specific line or section in the file that could have been removed while leaving most settings intact.
