Stalled, and what to do?

As a newbie, I'm a little confused about what Stalled really means and what I can/should do about it. Currently, I have a torrent Stalled after 17% downloaded. There are still seeds showing for the file, so that's not a problem. So, what do I do? I've toggled Pause/Resume and tried Force Resume with no effect. It's been Stalled for a few days now.

Usually when you are stalled it means noone is sharing with you, the seeds may be busy sharing with other clients or they may be incorrectly reporting as seeds when they are not

It really depends on the swarm. Basically the people who are on the torrent. If it's a public torrent, anything can happen. You have to have a proper port forward. They have to "want to" upload to you. There are a lot of things. Public torrents are not the easiest (and they are also certainly not risk free.)

Talking about Linux ISO files of course here.
