Incredibly Slow Downloads

I've recently started using QBittorrent but I'm having a bit of a problem. All my downloads will not go above an 11kb download speed. I'm on a 5mb connection, so I don't see internet speed being the issue. The torrents themselves range from 100-34,000 seeders so I don't see that being the problem. I also have UPNP enabled in both the application and my router and I am not using the 6881-6999 port range. Apart from this the application is running at default settings.

What version of qbittorrent are you using? What OS? Do you have utp enabled?(tools->options...->speed->enable bandwidth management)

I am using Version 3.0.9, Windows XP SP3 and Yes I have utp enabled.

XP sp3 still suffer from the low half-open connections? If so, and you haven't already (since sp3) you should patch it to allow more half-open connections.
