Well the slowness thing: I cannot reproduce it on Windows XP with the same magnet link... :S
PS: Keep in mind that once you enter a magnet link in the transfer list, it counts against the set queue limits. So be sure that your download slots aren't full already. (the queue is overridden while in the add torrent dialog)

Queueing is disabled for this particular machine and I disable rate limiting when I am loading jobs.

Magnet loading tested:
Meta data now does load correctly and promptly when job is added directly to the running tasks.
LibTorrent 0.16.16 is loaded on the machine as is Boost 1.54, however qBitTorrent (3.9.2) is still showing Boost ver as 1.53 and LibTorrent as 0.16.11 in the Libraries dialogue.

I thought the libraries tab shows the version qBit was compiled with... it will (or should) happily work with newer versions installed. Unless they were major revisions/versions.

We have to assume that is the case, however; If so, it does make identifying the libraries for debugging information somewhat haphazard for the users who are not particularly 'nerdy' or 'techy' and do not know the difference between "compiled with" and actually "using".

Something new to add for the issue of qBT bypassing the "incomplete" download location.
I changed the "Save as" location to the "incomplete" folder as set in Options -> Downloads on the loading dialogue and checked the "Make this the default" checkbox and for whatever reason this HAS made qBT behave as expected .. eg: the payload starts in the "incomplete" location then is moved to the "completed" location once it gets to 100%.
And the locations in Options -> Downloads are what I had set them to originally
