No, it's a permissions issue.

Once qBT has fired the script, it has ABSOLUTELY no more involvment with ANYTHING the script does

- if i delete one of hte *.rXX files in teh folder, then re-check the file in qbittorrent and let it complete the download again, then the script works

Problem is likely that you have defined a different save path then that of you incomplete file downloads. try changing the script to:
"C:\Program Files\WinRAR\WinRAR.exe" e -ibck -iadm "%D\%N\*.*" "%D\%N"
