Stalled download Count as Active Download

hi, sorry for my bad English,
I have a minor problem,
when you Option (Alt+O) > BitTorrent > Torrent Queueing > Maximum active torrent = 5,
and if all of the first 5 items in the queue are "Stalled", the download will never happen,
it may be because the system thinks the stalled items are active torrents,
please fix this
if this is hard to fix, just send the stalled item to the bottom of the queue,

Open qBittorrent -> Tools -> Options -> BitTorrent -> Checkmark this: Do not count slow torrents in these limits. Because otherwise unfortunately qBittorrent will not automatically rearrange your download or upload transfer order and older ones or forced transfers are kept higher priority than newest torrents and unfortunately there's no option to specify order, so you need to use these available settings.

If you just want to limit active amount of torrents then instead of using only queue you can try to limit max connections and qBittorrent will keep fastest downloads and uploads as active and will not exceed connection limits. Unfortunately no setting to specify connections for download and only global total and uploads.

If you think qBittorrent wording or available options aren't what you seek or believe something needs fixing then write it in GitHub, because it's clearly written on this forum since 2015 that "DO NOT REPORT BUGS ON THE FORUMS". So if you ever post something in GitHub, then don't include multiple issues, ideas or feature requests if you plan to create an issue report instead of opening new discussion in the GitHub discussions page, otherwise it's hard to mark issues, ideas and feature requests as a duplicate or to answer everything at once if multiple things are mentioned.
