reinstalled windows now nothing downloads

i reinstalled windows today twice, the first time i reinstalled windows qbittorent worked like a charm no problem, then i had a problem with my ssd which required me to reinstall windows again and now nothing will download, even if i try the same files nothing happens. the bottom right shows the green download sign as 0B/s and the blue sign as 0B/s any help here?

im on the latest version, i also tried version 3.3.16 nothing changes
i use torguard vpn although this was never an issue before
also im only using windows defender and i dont see how that could be a problem when it worked no issues previously

In the advanced settings go to "network interface" and select ANY, then right under that where it says "optional ip address to bind to" Make sure you have that set on your VPN IP address. You may see several ip address here, like your router ip, home ip, vpn ip and in some cases even older vpn ip's that you used in the past, so make sure you set this to your VPN ip thats in use, keep in mind that anytime you change your vpn's servers and/or any time the vpn ip address changes you may need to change this ip and if this ip does change you need to exit out of qBittorrent completely then restart it for the new ip to take effect, at least i had to, now with a vpn update that ip stays the same no matter how many times i change servers or ips. If this ends up not working, just change the settings back to the way you had it and hopefully you will get it sorted.
