Is there a way to schedule downloads to automatically resume at 11PM and pause at 7 AM? These are the hours that my provider does not count against my monthly bandwidth usage.

No. But...

You could simply start and kill qBittorrent via Windows Task Scheduler.
Like start it at 11pm, kill it at 7am.

(Or Linux, via cron, since this was made in the Linux forum.)

I have no idea how to create a cron to resume the list of downloads that are paused until 11PM
