Alternate upload rate when not downloading

Utorrent has an option "Alternate upload rate when not downloading". So when every download has finished it automatically changes upload speed to the rate user has set. Why isn't there such option in qbt?
In my case, I have set "maximum upload rate" to 165kB/s and "Alternate upload rate when not downloading(kB/s) to 0. How can I achieve this in qbt?
