I have used many versions and tried them, I turned off antivirus, I dont have any VPN or other things that may be problematic with downloading torrents. I used to download files on old laptop and it worked on any versions. here is the picture https://imgur.com/a/u6JkxY2.

It shows that you are firewalled.

Open Windows Firewall and allow qBittorrent. Either delete your block rule or create a new allow one. Or disable Windows Firewall.
