No service on my port -> uploading speed dead, please help me if possible!

It was working fine a week ago, but I went from my house to my parent's house with my laptop and it just doesn't work at all anymore.
Some people said to get a static IP, I did that and the internet just doesn't work at all. (I use wifi). so I changed it back to automatic.

what the h*ll can I do I am tired? I've been researching this for hours and I can't find anything. Please somebody help me if possible. Christmas it's coming and i want to seed.........


some people from FileList said to disable DHT (decentralized network) to find more peers. so that the tracker can keep track of how much I am uploading.
Yet I can't upload at all. sooooo what should I really do? will getting a static IP and port forwarding help me? Most people said that the problem as at the rooter. also is it okay to change my location like this from one place to another?
