Torrent stuck on "downloading metadata"

I did a search for this before posting, and see some people also experiencing this issue, but i believe my situation is different from the other posts i saw.


This is just a small example, i have a script that absolutely blasts sonarr with requests to download any missing content, and sometimes it's as bad as 80% of them get stuck on downloading metadata, but this also happens with just normal sonarr requests.
A large number of torrents that I've tried to download recently are immediately getting stuck on "downloading metadata" as soon as sonarr sends the request to qBittorrent. The catch is, sometimes when I copy the torrent's magnet and then paste it into qbittorrent on my Windows Desktop, the metadata downloads without issue. I understand that torrents can be dead and trackers can go down, but it seems like an issue specifically effecting my installs within docker.
For more context, i have one client set up on my main server with host network attachment and custom port configuration, everything is forwarded and everything seems to work (except for when it doesn't)
In trying to diagnose this, i set up a completely separate server, dedicated to downloading torrents. It's still installed via docker, but i've left the container settings as default, and forwarded the appropriate ports.
I believe the second fully dedicated server does perform a bit better. it's hard to say for sure because i'm not really able to directly compare with the exact same sample data, but i'm still seeing torrents stuck on downloading metadata right away, and i've tried copying the torrent over to the main server which did the same thing, and then over to my windows PC which downloaded the meta fine and completed the torrent as normal. (this pc is on the same network and public ip as the 2 servers)
What other steps can i take to diagnose/fix this?
