force recheck not working for folders in Windows 7 Embedded

I'm not able to add and then reseed a completed torrent. Since I'm not using a standard Windows distribution this isn't a bug, but I'm hoping to get some idea of why it might be happening. If it is relying on some part of windows that I didn't include then I can just include that part so that I can use qbittorrent for seeding instead of utorrent. It might have something to do with folders. I am using a stripped down version of Windows 7 which only takes up 2.5 - 3.0 GB. So there are are definitely some things missing.

This is how I reproduce the problem:
1. Click on menu: "File > Import existing torrent"
2. Select .torrent file and directory that contains the torrent content
3. Right click on torrent listing that appears and select "Force recheck".
4. Watch as torrent status very briefly changes from paused to stalled and back to paused again.

Qbittorrent doesn't seem to notice that the content is already complete. It's almost like it couldn't find it even though i pointed it to the right directory. Or at least tried to. The same thing occurs with the "add torrent file" method (for reseeding a complete file) as well.

utorrent 3.0 can do all of this without any problem, but Qbittorrent cannot. Also, the problem only occurs when adding a directory. When a .torrent file points to a standalone file like say a PDF file it all works perfectly.

Point it to the folder above the torrent's folder location.

For example you have torrent named "folder" located D:/torrents/"folder" point it to D:/torrents/
