Blocked Router IP via my IP Filter?

OK, Been kicking the tires on ubuntu 10.10 for a time and now run it full time on my desktop. My problem is that qbittorrent will not download any torrents. It will show seeds,etc... Same problem on a proxy server also. This problem is cross platform too. Same with windows 7 with utorrent. I've also notice my browser pages load slow. This also with different browsers- Firefox, opera, etc... I can run P2P's on other computers with different ISP's. I'm forced to use a wireless ISP asshole out here. He and I have butt heads on service before. Wonder If he found a way to block P2P's via our antenna modems. I run a router off the antenna modem. When I run the test the port comes back with a green check, but network come back with a red x. The cant connect due to some socket thing? I've tried many different things. How can my internal router IP be blocked, if so, how do I unblock it to download?
