Under "Options", "Downloads", "Save files to location:" you can change the default data download path.

I suggest the opposite, set the download folder to the root of a secondary drive... if you have one, for other reasons too. Mine's set to E:\bittorrent\

To each their own...  I change mine pretty regularly, since I've got 7 different 'drives' and I keep filling them up, and I put different trackers' downloads into different folders...

But either way, you have the ability to change this, so does the default really need to be changed?  Or did I miss something, like it's not possible for you to change it...
