v3.1.0 alpha - ##.###.###.### was blocked due to your IP filter

Hi folks,
I was a user on 32-bit versions 3.0.7 and 3.0.8
I had challenges (IO errors, Blocked IP addresses) and I thought that I would jump up to qBittorrent-3.1.0alpha-release-3.0.0-355-g07ec2cc-x64-setup.exe
(Yes, I am running Win7 64 Ult.)
I did a complete deinstall of previous version, saving only my C:\Users\foo\AppData\Local\qBittorrent\BT_backup subdirectory to save my current torrents that were running, and of course the subdirectory that had the files.
Everything else, gone.
So... On starting qtorrent 64 alpha 3.1, going through the config, setting up BTGuard, I was surprised to see that in no time at all, I had over 70 IP Addresses blocked in the execution log (and the number continues to climb).
The standard message is something like: 21/03/2013 09:24:29 - ##.##.#.## was blocked due to your IP filter
(IP address replaced by ### to protect the innocent)
Of course, the boggle is that I have NOT selected IP Filtering in Tools / Options / Connections.
So, why is this happening?
If there is any other information I can provide (logs, etc.) please let me know and I will do so.
