3.0.10 Upload limits not working.

I have a rather shitty internet package at my current location, and any significant uploading very quickly destroys everyone in the house's speed. I have qBittorrent set to limit to 5 KiB/s but it's routinely going over, regardless of this setting. Is there anything I'm doing wrong or missing? Attached is a screenshot of this happening.

Can you post what the log says? (View->Execution Log)
Also you could try disabling Tools->Options...->Advanced->Ignore transfer limits on local network
