I don't get it, I thought the reason to setup or use the embedded tracker was so that OTHERS could use it...?

I haven't tested the tracker capabilities of qbittorrent but I am pretty sure that it can't do what you want. It is a simple tracker.
If you want more control of your tracker/seeder you have to find a specialized program for that.

You could use a firewall on the host machine and only let one IP connect to the tracker running.
(Not sure which firewall software could do this. Comodo maybe.)

But this is not what the embedded tracker is meant for. It's a simple opentracker-like tracker, nothing serious.
It does what it is supposed to do, and that's it.
