Run qbt with admin rights, go to Tools->Options...->Behavior->File associations and enable both of the checkboxes, start qbt again with normal rights. You may need to restart your browser for the changes to take effect.
Important question: Which antivirus do you use? Does it have an "autosandbox" feature? Normally the qbt installer should have made those changes... Unless, you use another bt client at the same time, which takes over the associations.

Current version has the problem.

No, it's not the current version. Something in your settings is corrupted for sure.
I use Firefox 24.0 too and updated qBT from 3.0.11 to 3.1.0, then downloaded some things and there is no such problem.
In Firefox go to Options -> Applications and make sure qBT is chosen under Action for magnets and torrent files.

Works here too no problems, Firefox 24.0 - W7 64Bit. Maybe you should check your own settings again.
