v3.1.0 Time Error (Alternative Global Rate Limits)

An alert shows 'Time Error - The start time can't be after the end time' when making a change in the options.

Tools > Options > Speed > Alternative Global Rate Limits

A small thing and something I don't use, but it was already set from 00:15 to 00:00 and disabled (by default?) and upgrading to 3.1.0 won't allow any other settings to be changed in the options until this is fixed, ie. 0:00 to 0:15 is acceptable nut not 23:59 to 0:15. Reverting to 3.0.11 allows the later.
