How do I know if qBittorrent is using specified proxy?

How do I know whether qBittorrent is using the proxy I specify? I entered a socks5 proxy which is rated at 400kb/s according to the website I got it from, but qBittorrent easily maxes the 900KiB/s speed that I have set for the global download limit. qBittorrent seems to do this regardless of the proxy I specify.
Monitoring PeerBlock, no known anti-P2P organizations seem to attempt to connect to me, but my computer attempts to connect to them, although the connection is refused. PeerBlock displays my router's IP as the source. I have never seen any proxy I specify displayed.
Side note:
According to speedtest, I have around 10Mbps, although I'm pretty sure I'm registered for 20Mbps, download and 5Mbps upload. What would be a good download and upload global limit? I want to achieve speeds as fast as possible, but I don't want to monopolize the bandwidth. Other people use my connection for browsing, and I like to use it for other things including browsing, streaming high-quality videos, and playing games. I think my ISP is more likely to throttle me when I maximize my bandwidth, too. Currently, I have download limited to 900Kib/s, and I think I left the upload limit at default.
