I don't understand what this means.

Every now and then, I would get an uploader who has like 80% or more uploading a torrent from me, but I don't even have .5% of the torrent. Is that normal? I find that bit wierd. I feel someone might be snooping on me to see if I am downloading copyrighted material. So, I ban everytime I see uploader like that. I don't mind uploader with less percentage than I do for a torrent uploading from me.

Look man. You can't protect yourself like that. Logging people is really easy, by the nature of how Bittorrent works.
If you want security:
Buy a VPN, or BTGuard.
If you want both speed and security:
Buy a seedbox.
Sad, but this is how you survive nowadays.

Or you can use private trackers only. It's not 100% safe but you can still avoid many problems. Well nothing is 100% safe on the Interwebz anyway...
That said, it's not so unusual to have someone with a 80% completed torrent downloading from another one with a completion of only 0.5%. In a torrent swarm, everyone downloads random pieces of a complete file, unless specified otherwise of course.

well, as for as I know and researched I found out that even if you use third party server for VPN connection, you are not really out of the woods. Yes, they do help to hide your identity, but those companies also have policies set in place. From what I know, if they become aware of your activities ( legal or illegal) on their system, they can and will take action to stop you from doing it worse they can cut your service off without notice. I download non-copyrighted material like remixes by DJs.
Yes, I kind of figured out that it might be because I have a different part of the torrent that uploaders don't have. However, I would expect some downloads along with their uploads especially when they have 80% more than I do. However, they don't share anything but they want to upload from me. So, it raises suspicions.

Protip: Our top tracker in the country got a few pages of peers from police. All the time.
@qbit: You just have to pick a proper VPN company, or easier, buy a seedbox.
