Remains in stalled state after VPN interface drops and recovers

Using qB v3.1.4 on Ubuntu 12.04.3 LTS
For reference, I am having the exact problem described here over a year ago:

In summary, I tie qBittorrent to the VPN interface (ppp0) and all is fine until the VPN drops. As expected (and desired) all traffic goes into a "stalled" state while the VPN is down. I run a script to monitor and re-kick the VPN so it comes back up within a couple seconds. qBittorrent never restarts sending/receiving traffic when the VPN resumes. A manual restart of qB through the GUI solves the problem but that means I can't run it unattended.
As a last resort, I would even accept a way to force a restart from the command line. I could write a script to restart qB whenever the VPN is reset. I could also just run a cron job to kill and restart periodically, whether it needed it or not.
Any ideas would be appreciated.
