I plan to get the Maximum Torrent Download Speed....
Then you should change the listen port, 6881 - 6999 are 'well known BitTorrent ports and as such, are often blocked by ISPs.
Abnormal process?? I don't see anything 'abnormal' or unusual in your screen dump.
Python 2x.are required. is possible or NOT with my condition:
That would probably depend on your condition. Is this a medical condition or a logical condition?
Or do you mean "Can Python 2.x be installed on 64bit Windows 7? And the answer to that is, .... Yes it can

Python 2.x be installed on 64bit Windows 7?
I'm not so clearly your answer?
my question in short:
I should to change all listen port from 6881 to 6999 is it correct?
Python 2.x required if i wish to do search within qBittorent?
or Python should be installed to get all feature and properly performances of qBittorrent?
(do search or not did, within qBittorent)
Can you provide me your sample setting of qBittorrent for my quick reference?
Thanks a lot for your quick reply..

Your port should NOT be between 6881-6889. Just click the "random" button. It will choose a random port. Be sure to forward the same port from your router. And allow it from your firewall settings too.

Python is needed ONLY if you want to search. It doesn't affect speed or performance. If you don't want to use the builtin torrent search then you don't need it.

@sledgehammer_999
Yeah, yes yes.. now i'm understand with your answer,, In short, Port use random. Python needed if we want to search builtin torrent.
of course with same port forward of my router...and not blocked by Firewall.
OK Thanks so much dude, i'm right away to check my setting. see you then.

Are you sure that you have forwarded the port from your router? The yellow icon at the bottom should be green if you have incoming connections. This happens when you are forwarding the port. Unless you didn't download/seed anything and that torrent was from before there.

What is the max upload speed of your internet connection? Put ~80% of that in the upload speed limit.
The other options seem OK depending on the usage. For example if you want to do MOSTLY seeding then you might want to adjust the cache settings(increase), put a limit on the download speed and leave the upload speed unlimited.

Btw, what is your native language? You might want to change to that language in order to better understand qBittorrent.

DHT = Distributed Hash Table ->
https://en.wikipedia.org/wiki/Mainline_DHT
It allows you to find peers for a torrent even if it doesn't have any trackers OR even its trackers don't work.
PeX = Peer exchange ->
https://en.wikipedia.org/wiki/Peer_exchange
LSD = Local Peer(Service) Discovery
It allows you to find peers on the same LAN network

I suppose you don't understand English well. qBittorrent is written in C++ not in Python. The search plugins are written in Python. If you want to use the search feature then you must install Python. Otherwise don't install it. It is as simple as that.
