I'm trying to add  the the python search files in 3.1.9 via the local file . It will not install at all there no error it just wont install . But I have try it in ubuntu it works just fine

And "the local file" would be which one exactly?

all of them I go to the web site https://github.com/qbittorrent/qBittorr ... ch-plugins . then after I download the .py files . Then I click the install new one the local file . Then click open I get search engine plugin could not be installed

The keyword is "unofficial". Some of them might not work entirely because they are too old.
Please state at least one of those that doesn't work.
When adding it and failing check the log(view->execution log).
Also run qbittorrent from the terminal and look at the terminal output when adding a search plugin fails.

I tried to install LimeTorrents 1.01 and when I do ren it in terminal I get this error (process:7686): GLib-CRITICAL **: g_slice_set_config: assertion 'sys_page_size == 0' failed
