I will test when im at home, at work right now.
Edit:
Uninstalled qBittorrent, then ran the installation, chosed Dutch as my main language, installed and ran qBittorrent, language was set to Dutch right at the start. I didn't needed to change it within options. Restarted and still on Dutch. W7 64Bit.
