Hold down the Ctrl key to move a task to the top or the bottom of the queue when clicking the Up/Down buttons.
OR
Use the "Move to top | Move to bottom" selections from the task list context menu (Right click)

I know that we can do that i only suggest to add >> drag .. to make it easy and add like bottom to start and Pause the Queue like (InternetDownloadManager)

Easy aside, its more being lazy to do it as its intented to be done. Internet Download Manager can handle torrents but its not an official torrent client. Its more like a all in one downloader/manager or whatever its called.
Suggestions are welcome and so am I open to share my opinion and what I think about it and that is that I don't think that this is needed, current methodes are good enough for me.
You can open a new subject at Github as a [Suggestion] and see if there is any interest in it.

i mean the Internetdownloadmanager Queueing System not to download the torrent files with it

it Queueing System is cool
qbittorent is the best torrent prog

I actually don't want the dragging to be implemented. It makes highlighting multiple torrents more difficult.

You are comparing apples with onions. The two have entirely different methods of retrieving files, for a system that downloads files in their entirety, 'queue' ordering is a relatively simple operation

all i meant i put about for ex 50 movie in qbittorrent and they are in queue (that's real) and i want to make the movie number 49 to be the first movie to download >> i have to click 49 click Increase Priority O.o to make it be the first at queue so i was suggestion to add the ability to move them by right click and moving up or down
never mind seem bad idea O.o

Use "move to top" or Highlight the movies above and decrease the priority... no?

No you click "Move to top" Once and once only.
You keep say "I know this" but obviously you do not, because for what you want to do there are several methods Two of which have been pointed out in this thread already.
So for the
last time (because this thread WILL be closed if you persist in asking the same question over and over I shal 'recap' the methods.
so i was suggestion to add the ability to move them by right click and moving up or down
Method One:
Right click on the caption of the task you want to move up or down the queue and select "Move to top" OR "Move to bottom" from the "Priority" submenu.
Method Two.
Hold down the Ctrl key while clicking on the Up or Down buttons on the toolbar
Method Three:
Select the task and use Ctrl+ + or Ctrl+ - to move up (+) or down (-)
Method four:
Use the 'Edit' menu.
Upgrade to 3.2.0 and you can have
EVEN more choices.
Minimum / Top buttons (Though the wording leaves a lot to be desired) on the tool bar AND similar additional options on ALL of the other methods.

I think he means something like this:
I have a torrent at queue 100 and I wantt to move it to 50. That means click 50 times the "move up" menu item.

I don't think so?

Does say to move from 49 to first, unless I am misconstruing what is meant by "the first ... to download"

I'm using qBittorent v3.1.9.2 on a Windows 7 64 bit platform, and none of those options are available to me. Any advice will be appreciated.

Do u have "torrent queueing" enabled? It's in options > bittorrent
