How to have qb always announce to all trackers? (webui or config file)

I'm running qbittorrent as a service/daemon i.e web-ui and config file only
I've heard that you simply turn on "Always announce to all trackers" in Tools >> Options >> Advanced, however I can't find the Advanced Tab in the Webui
How to turn this option on in either in webui or config file?
Btw i'm on lubuntu 14.04 (posted in generic cuz idk if it's a platform specific issue)
