Change torrent download order?

I am so very confused, one of the most basic features in all torrent clients is being able to organize your downloads, I get 5 torrents I arrange them from 1-5. I have limited broadband nearly 100$ for a lousy 10Mbps and upload is barely 1Mbps. I tend to cap upload to 50kbps, cap downloads to 2 and force finished downloads to upload for a couple weeks before it goes to my Archive HDD. Never figured out how to make UT 2.2.1 automate uploading that did not effect download slots. Anyway I can not seem to change the download order for torrents yet I can set download priority for files from from 0-2, yet if you want to prevent people from messing with the data flow you should not allow any file prioritization... I can only use a few torrent clients due to all the trackers I go to, more started to support Qbittorrent so I thought I would try it...

I use file priority every now and then, Vuze lets you do all files while UT 2.2.1 only lets you do 15 but I can live without file prioritization but I can not live without controlling download order for the torrent itself, since a few things have to be slotted and limited to 200kbps or under so I can get smaller torrents(sub 500MB) sooner.

Anyway I guess download order can not be swapped with file priority? Or allow either as much as the other torrent clients if constant max speed falls under 20Mpbs/2000kbps(half or less for upload) or so... if you have 50Mbps(half or more for upload) or higher you really do not need any kind of specific control over a torrent or its files but if you are stuck in the middle of no where with crap service you need all the control you can get.

Ah sorry if I am posting a stupid question but I thought file priority was the problem not simplistic download order.....

Another stupid question can't trackers IP ban? Thus why the need for the insane levels of client control on some? If a user connection is wonky kick it if it continues ban it, ect.

You will have to ask that question at somewhere that runs a tracker.

Enable queuing (Options -> Advanced -> BitTorrent) then you can.
