How can I resume downloading after Linux re-install?

Restore the payload folders exactly as they were,
replace ~/.config/qBitorrent/ and replace ~/.local/share/data/qBittorrent/ with the ones you took a backup of.
Start the client up and recheck the tasks.

Strange as it may seem, but there is no qbittorent at the two locations you mention!

Not strange at all, it's just that you haven't put them there yet.

I don't understand the previous post. I am currently downloading. Doesn't qbittorrent create all it folders it needs? Why should I create them?

Your question was how to resume after re-install, and the quickest way to do that is to use the existing information from the previous install and put it in to the locations where qbittorrent 'expects' to find it.
Now IF you have already installed the client and added new tasks, .. ... then a different approach is required.

Where ever you put the data after you saved it as a backup, prior to the re-install.Where is this "existing information from the previous install"?
