Why do private trackers take so long to update their white list?

any of you know as to why? how hard is the process of even doing that
most of the times they have like 1 person who tackles the entire db/code, and if the person goes away / got something else to do, the list stays the way it is.
I just nag the staff via staff pm and they do react to that - usually.
