i'd like the option the have the qtorrent window brought to the front when adding a new torrent without having the torrent dialog option on.
right now i can only select that option if the torrent dialog is on.

That's because the two are linked so that the GUI will activate when adding a new task using the "Add new torrent dialogue" should you wish that to happen and the "Bring to front" checkbox is only relevant when using the "Add new" dialogue.
i'd like the option the have the qtorrent window brought to the front when adding a new torrent without having the torrent dialog option on.
qbittorrent hopefully as qtorrent is an entirely different bittorrent client and is not supported here

But I don't really understand your question as you can use ANY of the usual methods to show the GUI when you want to add a new task,

such as:
System tray Icon -> Left Click
Double click desktop Icon (if you have one)
[Applications or Start] Menu Entry
System Tray  Icon context Menu -> Show

i know those 2 checkboxes are linked, i'd want them not to be linked tho.
i should have explained this better, i don't really use the "add" feature. i add all my torrents directly from the website either through a magnet link or by clicking open on the .torrent files download prompt instead of download.
that way they just pop up in the torrent client without having to use the add button.
so right now i can either have the torrent dialogs on and the bring to front option also on and when i click a magnet link the client pops up with the torrent dialog, which i'd rather not since i don't like the torrent dialog to pop up at all, or i can have it off and when i click a magnet link or open a .torrent file by double clicking on it the client stays minimized or in the background depending on where i left it, with no indication of anything being added unless i bring it to the front myself to make sure.

if those 2 options weren't linked i'd be able to have the client pop up every time i double click on a .torrent file, click open in the .torrent files download dialog or click on a magnet link, which is pretty convenient if you ask me.
i recently changed from utorrent to your client and this is also something i'm used to from that client. but i have to say, the option to turn it off and not have the client brought to the front every time you click a magnet, as it is right now, is also pretty useful if you're downloading multiple files in a list through a website.

btw, i meant qbittorrent and i'm pretty sure there's no separate program called qtorrent

They are set that way for a good reason, so that will not be changing any time soon.

Maybe not any more.

so that's a no then? a no without any explanation at all.
utorrent works the way i've explained so i have no idea why it's so difficult for you to implement it.
but since you have "a good reason for it" i guess that's it then.

do you have source codes somewhere so i can implement it myself?

You could search the github issue list, it's in there somewhere.
