The 1 MB/s download rate its to little,set up to 20 -30 MB/s.
When i download torrent the speed go up to 60-80 MB/s and then my pc its hard to use becausee hdd usage up to 100% and i want to limit download to 20 or 30 MB/s

I have version 3.1.8 on linux mint,whet i download torent my speed go up to 80 MB/s and pc its hard  to use for something else,i go to limit download rate to say 20 MB/s but its not a option,the options avaible its from 0 to 1MB/s,i want to be aivaible option up to 20 Mb or 30 MB/s

3.1.8 is very, very much out of date, and unsupported, you NEED to update because there has been many, many changes the various rate limiting options available

My linux mint its up to date,and version 318 its the latest avaible

No it isn't,

It may be the version that the distro packagers have included, but it is far from what is the actual current released version is. Add the 'oficial' PPA (https://launchpad.net/~qbittorrent-team ... ent-stable) to your repository list, and update apt.

Thanks ciaobaby,you are right,i added the ppa and i upgraded and now its avaible to limit download rate
