No longer able to re-org paused torrents in 3.3.12 - feature or bug?

OS : Manjaro KDE
qBt : 3.3.12-1
libtorrent-rasterbar : 1.1.1.3-4
boost-libs - 1.64.0-1
No longer able to move and re-org torrents via priority increase decrease buttons within qBt whilst they are in a paused state. No errors are generated, they simply do not move within the UI. Resume downloading torrents and moving them suddenly works again.
New "feature", bug, or possible build issue?
Any help would be appreciated.
