Why can't you add certain files you want to be in a .torrent instead of a folder

Why can't you add certain files you want to be in a .torrent instead of a folder?
As of right you can only choose ONE file or an entire directory (unless I am incorrect), but what if I want to make a torrent of certain files and not a whole directory?
