upload speed as a percentage of download speed - Possible?

I would like to throttle my upload speed as a % of what I am downloading at....many times I will blow past my set seed ratio because during the download I upload at a faster rate than I download.
The seed ratio I set should not go past itself during and after the download completes. IMHO
