Global Download Speed Limit (not working)

Hi, does anyone else have issues with the Global Download Speed Limit not working in 4.0.4 
ISSUE: On both Windows and Linux, when I set the "Global Download Speed Limit" to 200K, it still downloads at 300-400. I am using PIA VPN.
UPDATE: I noticed that if I disable the PIA SOCKS5 PROXY, then the Global Download Speed Limit works correctly.
I did not have this problem with 4.0.3.
