I noticed that upload speed limits still dont work in 4.1.0
Besides that, I also get significant lower download speeds compared to what I got in 4.0.3 (1MB down in 4.1.0, 8MB in 4.0.3)
It wont surprise you that I rolled back to 4.0.3

Did you try with clean installation?

I have the same problem.
Low download speeds in 4.1.0
Back to 4.0.3 and the download speed has returned to normal.
No clean installation however.
