Why does share ratio decrease when rechecking?

I notice the share ratio of every download slowly decreases as it's being rechecked. Why is this?
It's math in action:
The amount uploaded is a sorta fixed known number.
The math looks at how much you have available to compare to that uploaded amount.
When you recheck, it starts verifying what you have available
The ratio math sees that "available" increasing as it gets verified.
100/1 then 100/10 then 100/30 then 100/50 ---- every time it calculates, the ratio gets smaller 'til it is all verified
