Last seen complete

In qBittorrent, "Last seen complete" usually displays a time in the past when I'm seeding a torrent.
How exactly does that statistic work? Do peers track when a torrent has been fully available? Or does it tell you when a peer last reported completing the download? The latter would be more useful, because it would allow you to track when people are downloading the torrent.
