Stuck on Downloading Metadata/Stalled?

Hey, guys. Here's the situation.
I just moved, and when I tried to load up my fancy new torrents, I get a "Downloading metadata" for magnets or a "Stalled" for torrent files every time, no matter what I download. I must have tried it with a half-dozen files already. Now, this is on my desktop--on my laptop, things work fine on the same network and everything. I tried uninstalling and reinstalling--No luck!
Help me, internet people! You're my only hope!
EDIT: Things I have tried include.
Reinstalling.
The Port Forwarding utility at www.portforward.com even though it terrifies me.
Trying another program (I know, I'm awful). Specifically, deluge. Weirdly enough, it works for a little bit, then stops. Like a few minutes. It does download SOMETHING, but then it quits on me.
So it's probably a network thing, but I'm still bewildered.
