Connections settings

Hello,
I recently reformatted my PC and now when I reinstalled QB, almost all my torrents are Queued when I was almost always seeding a few torrents using up my upload speed.
I have a 150Mbit down/15Mbit up connection. What should I set my connection settings at so I can seed and have a few actually active? I reposted on an old thread but nobody is helping out. I'd appreciate some input.
I'm looking for advice on how to set up Torrent Queueing and Connection Limits.
